| At the beginning of each school year, state and federal laws require all California school districts to administer a language assessment to students who have a background in a language other than English and are currently identified as English learners. The purpose of the California English Language Development Test, or CELDT, is to assess and monitor the development of the students’ English proficiency in the skill areas of Listening, Speaking, Reading, and Writing.
